Description “Environmental Public Advocacy Center” (EPAC) NGO implements the Programme “Capacity building for NGOs for effective participation in environmental decision-making through elaboration of relevant policy tools and awareness-raising” within the framework of the Programme “Strengthening Environmental Governance by Building the Capacity of Non-Governmental Organizations (NGOs)”, funded by the European Union, implemented by the United Nations Development Programme (UNDP) and delivered by the GEF Small Grants Programme (SGP).

The main project outputs

1. Elaboration and publication of Guide on public participation in environmental decision-making. The Guide is envisaged for the members of civil society. It helps to convey relevant legal information and skills coupled with case-studies and examples to promote effective participation and has a rather simple language.

2. Training in regions and in Yerevan aimed at giving to the representatives of civil society necessary knowledge on the system of environmental legislation, process of elaboration of legal acts and possibilities of participation, providing acquaintance with legal techniques and principles of working with legal acts.

3. Development of web-based platform (www.ecolex.am) to serve as a unified platform for public participation in the process of elaboration of legal acts related to environment.

4. Elaboration of a draft Governmental decree of RA “On approval of public participation rules for the procedure of elaboration of legal acts related to environment” together with related documentation. The draft Governmental decree and accompanying documents are to be prepared in cooperation with the Ministry of Nature Protection of RA, Ministry of Justice of RA and civil society.

Title 2012 “Capacity building in forest legislation issues through publication of a manual on forest legislation and implementation of trainings”

Description The Guide to “The Forest Legislation of the Republic of Armenia” was prepared and published within the framework of the EU financed regional project Improving Forest Law Enforcement and Governance in the European Neighborhood Policy East Countries and Russia (ENPI-FLEG) as a part of WWF-Armenia activity “Capacity building in forest legislation issues through publication of a manual on forest legislation and implementation of trainings.” The Guide is the first attempt of complex commentary of the Forest Code of Republic of Armenia and relevant provisions of other legal acts forming the system of RA forest legislation. It also includes proposals on amendments and additions to the commented provisions.

Description The collection is meant for large sections of the public- officials from different departments, the activity of which includes the sphere of environmental protection, local authorities, students, NGOs and all those who are interested in the state of environmental protection and its legal regulation in the Republic of Armenia.
Title 2008 Project “Validation of Forest Regulations in Armenia” under the funding of the National Forest Program Facility of UN Food and Agricultural Organization (FAO)

Description To make the newly endorsed Forest Code operational the development of a range of forest regulations was required. Taking into account that the forest sector is closely related to the rural communities and the general public, as well as with the environmental aspects, dialogue between the state and non-state stakeholders through public discussions was initiated aimed to receive public feedback and further elaborate the following draft forest regulations:

i) The afforestation and reforestation guideline;

ii) The regulation on transforming young forest stands into forest cover category;

iii) The rules on forest seed handling and nursery management;

iv) The regulation on state forest cadastre, state forest inventory and the distribution of data.
